City Posts Questions From Country Club Road Developers

January 22, 2026

A list of 21 questions from the five developers who have been selected by Montpelier to submit detailed proposals to develop the Country Club Road property, along with answers from the city, have been posted on the city website.

The city council chose the five developers on Dec. 17 out of seven that had sent in general development proposals in response to the city’s Request for Qualifications (RFQ).

Two other developers did not send in actual proposals, with one suggesting the project has a “significant funding gap” and the other saying that before build-out the city needs an “honest, investment-grade feasibility and capital plan.”

The council adopted the recommendations of the city’s Country Club Road Committee, which made its choices using a matrix developed by consultant White + Burke and tweaked by the committee.

The five developers who were selected to receive a Request for Proposal (RFP), in order of their ranking by the matrix, are Execusuite, SM Graves, Chinburg Properties, DEW Properties, and Pennrose. The submissions these companies provided in response to the city’s earlier RFQ can be found online at tinyurl.com/4hycvx9u.

These developers were offered the chance to ask RFP-related questions before a Jan. 7 deadline. The questions and the city’s answers were posted Jan. 13.

The first question asked if that developer could be given a one-week extension to the deadline for RFP responses. The city answered by saying it has pushed back the deadline by two weeks. Under the new schedule, detailed proposals are due Feb. 18, with the city council scheduled to choose a developer on April 22.

The Q+A covers topics such as the Catalyst Grant the city received for infrastructure work, Montpelier housing cost information, how many low- and moderate-income units will be required if the city receives a state flood grant for infrastructure, and what will happen if the city does not win that flood grant.

The 21 questions and answers can be found at tinyurl.com/mw7rzrym.
